Unable to reach any web page. Unable to reinstall Brave. Brave says no internet

Description of the issue:
I switched from Chrome to Brave on 1/21/2021.
It ran successfully until early 2022.
After that, for every site I got the message:
This site can’t be reached The connection was reset.

I uninstalled Brave and attempted to reinstall.
But every time I try to reinstall it times out on “Connecting to Internet…” and says:
“Unable to connect to the Internet.”

I have tried this off and on for the past 2 years. It never changes.
Chrome and Edge browsers work fine.
Opera browser worked for a few weeks but hit a similar problem.

I have conducted exhaustive web searches about the problem
and tried many proposed fixes. I think it’s a DNS issue.

How can this issue be reproduced?
Install Brave.

Expected result:
Installation successful.

Brave Version( check About Brave):
Running BraveBrowserSetup-BRV040.exe

Additional Information:
Windows: 10.0.19045 Build 19045
Windows Defender Firewall with Advanced Security.
Kaspersky Anti-Virus v21.3.10.391

Have you tried disabling these, even if temporarily?

We’ve had issues with Kaspersky in the past — I would wager that it is what is causing the issue. As @Saoiray suggests I’d try disabling it and attempting to download again.
