Unable to join a sync chain - "I have a Sync Code" buttin doesn't appear

Description of the issue:
I cannot add another Desktop device to my sync chain. The instructions indicate that there should be a “I have a Sync Code” button but I do not have a button like this showing up.

How can this issue be reproduced?

  1. Go to brave://settings/braveSync/setup
  2. Click Add New Device
    3.Select Computer
  3. Copy the Sync Chain Code
  4. On the second device, go to brave://settings/braveSync/setup
  5. Here I should be able to click “I have a Sync Code” but this does not appear anywhere

Expected result:
There should be a button or link titled “I have a Sync Code” to join an existing sync chain.

Additional Information:
I have both a Windows and Mac device and on both of these there seems to be no way to join an existing sync chain.

create a new profile on second device, and then try sync again.
