Top sites are showing most recent sites, not top sites

This issue has come up before but I didn’t see an answer to it, so I’ll pitch it again:

I’m on a Windows 8.1 computer, and have noticed since I got Brave last week that the Top Sites aren’t displaying Top Sites at all, but instead seem to be showing more like most recent sites (literally, a page I just went to will add itself into my Top Sites shortcuts).

Is there any way to change this so it actually reflects the pages I go to most frequently (or better still, could be fixed permanently), and not what I’ve just been to?
