Description of the issue:
Top and bottom toolbars are not automatically hidden while scrolling.
How can this issue be reproduced?
- Cold start Brave
- Visit any website, scroll down to hide toolbars
- Visit second website, scroll down to hide toolbars again
Expected result:
Toolbars should be hidden, yet after the very first try they remain visible until the browser is restarted again.
Further would I expect the feature to work despite the bottom toolbar setting being disabled or not

Additional Information:
Before finding this post on Reddit, I assumed Brave didn’t have the ability to hide the toolbars at all. It was the toggling of the system accessibility shortcut option in combination with enabling the bottom toolbar that would hide the toolbars, be it only once.
A quick test with the latest nightly (1.61.26) gave the same results.
