Sites that can always use cookies functionality not working

**Whenever I close my brave browser the websites that are listed in “sites that can always use cookies” are logged out when I open brave again. These are my settings.

How can this issue be reproduced?

  1. Add website addresses to “sites that can always use cookies” option.
  2. In "Clear browsing Data on exit " option check “Cookies and other site data”.
  3. close the brave browser and open it again all the site setting in the exceptions would have been logged out which is not the expected behavior.

Expected result: the sites should remain logged in even after closing and opening brave again
