"Sites that can always use cookies" clearing on exit

Description of the issue: “Sites that can always use cookies” clearing on exit
How can this issue be reproduced?

  1. Check all boxes under “Clear browsing data on exit”
  2. Add a website to “Sites that can always use cookies”
  3. Close and reopen Brave

Expected result: Sites not being cleared.

Brave Version( check About Brave): Version 1.42.88 Chromium: 104.0.5112.81 (Official Build) (64-bit)

Additional Information: I assume that this should not happen since its been added to “Sites that can always use cookies” but apparently it clears everything except “https://[*.]firebaseapp.com” and “https://accounts.google.com”.
