"Save as" menu does not appear for downloads

Description of the issue: Unable to download any files if “Ask where to save each file” is selected in the download options. The “Save as” menu dialog menu does not appear whatsoever. The browser continues to function normally.

How can this issue be reproduced?

  1. Toggle the “Ask where to save each file” option.
  2. Download any file.

Expected result: The dialog menu appears to save the file to a specified location.

Brave Version( check About Brave): v1.68.128

Additional Information: This worked fine a few days ago, now, no downloads work whatsoever when this is selected. Additionally, it still does not work in a private window with all extensions disabled.

I am using Windows 11.

The same functionality works perfectly fine in both Firefox and Chrome, also installed on the same machine.

It seems to be occuring on both Chrome and Brave, but not Firefox. Perhaps a Chromium issue?
