Rewards not synced between all devices

Briefly describe your issue:

I Am running brave on 2 windows pc and 1 android devince. Everything like history bokkmarks etc have all been synced except for the rewards . The balance is deffernt on my androind device that it is on the pc desktop browsers

What Operating System and Brave version are you using (Menu --> About Brave)?
Windows and android

Is your Brave Rewards Profile currently verified? (yes/no)
All 3 are fully verifies

What date did you connect a your Brave Rewards Profile?

Have you been able to successfully receive payments in the past?

Are you using a VPN? (yes/no)

Are you in a supported region (see here for list of supported regions)?

Does your device pass the SafteyNet check (Android only)?

Have you manually turned off Auto-contribute on all of your devices?

This is actually normal and how it works. Sync is only for as you mentioned settings and whatnot, however, rewards are separate. each device has it’s own unique wallet ID and is not shared across each device. IF both devices are connected to the same custodian account such as Gemini or Uphold, then the total balance possessed in the Custodial account will show on both devices but that is it.
