Restore button disables when Brave is maximized

When I maximize the Brave browser, only the Restore button is disabled. I can right-click the title bar and choose Restore to return back to the non-maximized state.

** How to reproduce **

  1. Open Brace browser on Windows 11.
  2. Click the Maximize button.

Expected result:
When Brave is maximized, the Restore button will be enabled.

Brave Version( check About Brave):
1.63.161 Chromium: 122.0.6261.57 (Official Build) (64-bit)
