Description of the issue:
I have forgotten the password that allows me access to my saved passwords/logins. Therefore I am unable to utilize the same passwords on my Iphone’s browser. Can the password securing the list of passwords be altered/changed to get past this “roablock”? How can this issue be reproduced?

From your description (so far):
You have forgotten the [effectively master] password that allows [you] access to [your] saved passwords/logins.
So, you are unable to gain access to, nor export, your passwords collection . . . that is within the Brave Browser Password Manager of your (desktop / laptop) computer.
And, you want to know if there is some way to still, somehow, recover that passwords collection?

Unfortunately, there is no such method, without using the [master] password - when using Brave Browser.
