Pop-ups allowed in settings but still blocked

Description of the issue:
I am an admin on Canvas Instructure e-learning class sites, at https://canvas.instructure.com/

I am trying to load a new shell into a course which involves clicking a ‘Choose File’ button.

This is the code for the button from the site:

I whitelisted the site in Brave settings to allow pop-ups and re-directs and also turned off other Adblockers extensions that can interfere with pop-ups from these kinds of functions. But there is still no response when clicked.

I set up an alternative profile in Brave (and applied the same settings to allow pop-ups for Instructure.com) but still cannot use the ‘Choose File’ button.

I have no issue using the function in Safari on the same machine, running macOS Monterey 12.0.1 (21A559).

I also don’t have this issue on another machine using the same version of Brave (Version 1.32.113 Chromium: 96.0.4664.45 (Official Build) (x86_64)), and macOS Big Sur 11.6.1 (20G224).

How can this issue be reproduced?

This issue can only be replicated by a Canvas/Instructure admin.
