Open tab URLs are not remembered correctly when re-opening Brave

Description of the issue:

When for example browsing YouTube and you go anywhere leaving the homepage, closing the browser and opening it again will have Brave opening the YouTube homepage instead of where you left off.

It also seems that when this happens and you continue to browse YouTube, the URL will remain stuck on the YouTube homepage and will not change to the pages you visit (even though the pages actually change).

How can this issue be reproduced?

  1. Visit YouTube.
  2. Click on a video.
  3. Close Brave.
  4. Open Brave.
  5. The remembered tab will now revert to the YouTube homepage instead of where you left.
  6. The tab URL will also now be stuck to the YouTube homepage URL when changing pages.

Expected result:

For the tab to open the last page that was visited and the URL not to remain stuck when changing pages.
