Minimized windows don’t restore

Description of the issue:
How can this issue be reproduced?

  1. Set Brave to restore windows on launch
  2. Minimize a window with 1 or more tabs
  3. When relaunching Brave minimized windows will be in the dock, but not listed in the Windows menu until they are un minimized

If “minimize windows into application icon” is set in the Dock System Setting then the minimized window is completely inaccessible. The window is actually restored as the 3rd party software Witch can un minimize the window.

Expected result:

When relaunching Brave minimized windows should remain minimized and be listed in the Window menu.
