This is repeatable and consistent.
It has been present for at least the last three builds.
Version 0.60.47 Chromium: 72.0.3626.119 (Official Build) (64-bit)

‘Extensions’ Section of Settings shows in sub-sections, where it doesn’t belong, when you scroll down.

    1. Go to Settings
    1. Click on a sub-section (eg. chrome://settings/addresses)
    1. Scroll Down
    1. See ‘Extensions’ setting hiding below the window height. It should not be there.
