Ditto for me too. Cannot drag and drop bookmarks vertically or horizontally in the favorite bar. Only way to do it is with the bookmark manager. Started couple weeks ago. Running Brave Version 1.36.109 Chromium: 99.0.4844.51 on MacOS Monterey v12.1.

Since yesterday, I have been unable to drag a URL and place it inside a folder on my Bookmarks bar. Taking a look. On my end (macOS Monterey 12.1) this works for me without any issue. Would be useful to know if anyone has any extensions installed at this time.
Also to clarify — everyone here encountering this issue is trying to do this operation in folders contained on the bookmarks bar itself, is that correct? Whereas doing this in the bookmarks manager works without issue?
Yes correct, in the bar itself, whereas it works well in the bookmarks manager.

Yes, that’s right. I have folders with sub-folders which I directly access via the Bookmarks bar. I can drag and drop a bookmark onto the Bookmarks bar itself, but not into any of the folders on it.

I had 5 extensions enabled so disabled all of them, restarted Brave, and tried bookmarking again but the same issue persists. Does not seem to be an issue with any extension.

## Description
Some users are reporting problems with drag and drop of bookmarks on the bookmarks bar.
See https://community.brave.com/t/impossible-to-reorganize-bookmarks-manually/349427/8 as an example.
I have reproduced this in a few cases below, mainly centered around ordering of bookmarks within a folder from the bookmarks bar. Note, re-ordering folder contents from brave://bookmarks appears to be working as expected.
Reproduces with Chrome 99.0.4844.51.
## Steps to Reproduce
Pre-req: Set up some bookmarks + a folder with some contents (or you can import from [bookmarks_3_8_22 copy.txt](https://github.com/brave/brave-browser/files/8206857/bookmarks_3_8_22.copy.txt) on a clean profile - just rename to .html before importing).
Once you have the above, try the following scenarios
Scenario 1:
1. Expand the folder on the bookmarks bar
2. Select a bookmark and attempt to move it to another position in the same folder (ex. move D between A and B if using bookmarks from above)
3. Bookmark does not move to new position in folder -- white line appears where you want to drop it, but bookmark does not move.
Scenario 2:
1. Visit a site not bookmarked (ex. rebron.org)
2. Highlight the full URL
3. Drag the URL onto the folder and wait for the folder to expand
4. Attempt to drop the URL in a specific place (ex. between B and C)
5. Bookmark is not placed into folder, folder remains expanded in view until you click on it to close the folder
Note - if you just drop the URL onto the folder without waiting for the folder to expand, the URL is added to your folder as a bookmark. It appears as though specifically trying to place the URL in a certain position cannot be achieved this way.

Scenario 3:
1. Select a bookmark from the bookmarks bar

Yes. I can’t drag a url into a folder on the Bookmarks Bar.
I did get the bookmark into the folder using Bookmarks Manager.
Update: I just tried it again using the same url. Result: I can’t even grab the url.
Update again: I tried dragging the url for this post to a different folder and it worked. I tried again with yet another folder and it worked. I tried again with the original folder and it didn’t work.

Just to be clear, in the second update (“Update again”), I am referring to the url for this conversation in the Brave community.
The first try was the original page I was trying to bookmark.
@kwilzz An issue has been opened on Brave Github (see Mattches last post above for link) and they are working on it. Here is a comments post per progress.

YES! I just tried it in bookmarks manager and was able to succeed! Unable to do it in the bookmarks bar itself.
THANKS for at least giving me a partial solution until Brave fixes the bookmarks bar…
