How to install crx file manually?

There is an internal extension I need to install on work computer. So I downloaded the crx file. When I open the crx file in Chrome, I got a warning message of installing and endup install it OK.
But when I open the crx file in Brave, a download file windows shows up. Somehow Brave thinks I am going to download a file.

  1. navigate to brave://extensions
  2. toggle developer mode
  3. click load unpacked and navigate to your extension

On Mac, “load unpacked” cannot choose the .crx file. It is grey out.
