How can I close the browser without closing the tabs?

I watched a video that said to change start up behavior to pick up where you left off but when I click the close button in the top right, it asks if I really want to close all my tabs.

My workaround is to kill the browser using task manager. On Linux I have a shortcut that uses the process kill command but I don’t know how to do the same on Windows.
