History/cache does not clear upon closing or even reboot, Win7

History does not clear upon closing even though I have it selected (many times).
It does clear ONLY when I select to manually clear it.

Reproduced every day…it keeps the history

So you’re saying you have all this data selected to be cleared On exit in History —> Clear browsing data --> On Exit?
