Did you have UAC disabled, when you originally installed Brave Browser (Windows OS)?
If so, then the next time you install, you might install with UAC enabled.
Are the Brave Browser components updating? In a Brave Browser New Window, go to:
brave://components
Test your issue, using a new, Brave Browser Profile (that you would use for testing).

Always Be Prepared
And keep track of your backups. Be sure to store a copy on an external drive - out of the ways where you might inadvertently remove your valuable backups.
Sometimes, the following two steps, are sufficient to get Brave Browser running properly.
With BB not running, delete the ‘Caches’ folder, and delete the ‘Cookies’ file.
Caches (folder):
%LOCALAPPDATA%\BraveSoftware\Brave-Browser\User Data\Default\Cache\
Cookies (file):
%LOCALAPPDATA%\BraveSoftware\Brave-Browser\User Data\Default\Cookies
Clear cookies, cache, history, etc.
In a Brave Browser New Window, go to:
brave://settings/clearBrowserData
Select the Advanced tab
Set Time range to “All time”
ENABLE everything except:
- Passwords and other sign-in data
(Myself, I would NOT make that exception)
(because I would have a backup prepared.)
(In other words, be prepared.)
Click on the “Clear data” button
Test your issue, using a:
- Brave Browser New Window
- Brave Browser New Private Window
If the problem persists, you might decide on a course:
COURSE 1
In a Brave Browser New Window, to to:
brave://flags
and Reset all
And next, Reset the Brave Browser Settings at:
brave://settings/reset
Close, Exit, Quit everything and restart your Windows OS machine.
Test your issue, using a:
- Brave Browser New Window
- Brave Browser New Private Window

If the problem persists, completely remove your Brave Browser installation - from all of its locations on your Windows OS machine.
When you first install Brave Browser (Windows OS), your initial Profile (aka Profile 1) is contained within the “Default” folder:

Sometimes, you may see the following method of writing a Windows OS path:
NOTE: %LOCALAPPDATA% is a substitute for the beginning portion:

Bookmarks and Bookmarks.bak files location:
%LOCALAPPDATA%\BraveSoftware\Brave-Browser\User Data\Default\Bookmarks
%LOCALAPPDATA%\BraveSoftware\Brave-Browser\User Data\Default\Bookmarks.bak
If you create 1 additional Profile (aka Profile 2), it will be stored in (carefully notice the folder name is different):
C:\Users[UserName]\AppData\Local\BraveSoftware\Brave-Browser\User Data\Profile 1\
If you create a 2nd additional Profile (aka Profile 3), it will be stored in
C:\Users[UserName]\AppData\Local\BraveSoftware\Brave-Browser\User Data\Profile 2\
Repeating:
Initial Profile (aka “Default” or “Profile 1”): C:\ . . . \BraveSoftware\Brave-Browser\User Data\Default
1st Additional Profile (aka “Profile 2”): C:\ . . . \BraveSoftware\Brave-Browser\User Data\Profile 1
2nd Additional Profile (aka “Profile 3”): C:\ . . . \BraveSoftware\Brave-Browser\User Data\Profile 2\
If you create a Guest Profile (or there already is a Guest Profile), it will be stored in:
C:\Users[UserName]\AppData\Local\BraveSoftware\Brave-Browser\User Data\Guest Profile\
While Brave Browser is NOT running, you may copy the “Bookmarks” and “Bookmarks.bak” files from one user to another user.
