Download bar (at the bottom) turns into blank white when using custom theme

Description of the issue:
When using custom theme from Chrome Web Store, the download bar (at the bottom) turns into blank white. This didn’t happen on the previous Brave version 0.60.x

Steps to Reproduce:

  1. Download any file or image, so that the download bar appears at the bottom of the browser.
  2. Go to Settings, on the Appearance section, click Themes to open the Web Store.
  3. Install any theme (I use Oceanic).
  4. The color scheme will change based on what you install, but the download bar will turn into blank white (this didn’t happen on the previous version).

Expected result:
The download bar should not be blank white.

Always

Brave Version:
Version 0.61.51 Chromium: 73.0.3683.75 (Official Build) (64-bit)

Reproducible on current live release (yes/no):
Yes

Additional Information:
I’m using Windows 10 Home 64-bit Version 1709
