2 - Have you updated to the latest Brave version? If this is a desktop computer found at brave://version to download the most recent one https://brave.com/download/

@GersonHome There is no way to change the country once you select it. You are speaking of how Brave asked you to select your country for Rewards, right?
If you chose a country other than yours, then the only thing you can do now is Reset your Rewards. You do this by the following:
Go to brave://rewards → Manage Brave Rewards → Reset tab → Reset. From there you will need to confirm. This will erase all BAT in your browser that already was not paid to Uphold or Gemini. You then have a new Rewards and will be able to select your country.
