Cannot sync data to new android phone even though it successfully adds to the sync chain

Description of the issue:
I got a new phone (Pixel 9a) and data will not sync from either my old phone (Pixel 6a) or Windows 11 laptop. It shows the new phone as part of the sync chain on both laptop and old phone, but no data is syncing despite ‘sync everything’ under sync options. I’ve also made sure that automatically sync is turned on with my google account.

Tried joining the new phone to the sync chain from both old phone and laptop.

Reproduces how often:
Every time

Brave Version(See the About Brave page in the main menu):
1.79.119 on both windows and android

Type of devices currently running on the Sync chain in question:
Windows 11 laptop
Pixel 6a
Pixel 9a
