Cannot install any random website as app anymore?

Description of the issue: I can’t install any random website as an app anymore
How can this issue be reproduced?

  1. Go to any website, like Wikipedia
  2. Go to the hamburger menu > Save and share > Create shortcut
  3. There is no longer an option to “Open in window”

Expected result: I expected it to work like how it used to work.

Brave Version( check About Brave): Version 1.69.160 Chromium: 128.0.6613.114 (Official Build) (64-bit)

Additional Information:
I used to be able to “install” any random website as a standalone window even if it was not made with PWA specs. Now, I cannot do it for some reason.
