Description of the issue:
Browser window cannot be maximized vertically from the title bar by moving the mouse over the border of the top of the window. The mouse no longer changes to a bi-directional arrow, and doesn’t allow you to drag the top of the window to the top of the screen.
Open Brave browser on Windows 10 (current version 22H2, OS Build 19045.4291) so it’s not maximized.
Move mouse to the top border of the brave window
Note that the mouse icon does not turn into a bi-directional arrow, and does not allow you to resize the window by dragging the top border up or down.
Expected result:
The mouse icon should change from an arrow into a 2-sided arrow when over the top border of the brave browser window.

Strange issue — I understand that the cursor doesn’t change to the bi-directional when grabbing he horizontal part of the top bar — however, does the arrow change to the diagonal bi-directional arrow when you grab the corner of the window?
Today’s release of Brave (release channel) has version 1.65.122. If you’re on an older version, please check for updates! The fix has also been merged to Nightly and Beta.
