[BUG] Opening a new window from private crashes the browser

Description of the issue:
How can this issue be reproduced?

  1. Open a private window and go to any site
  2. Press CTRL + n or manually open a new normal browser window

Expected result:
2 windows should appear
Brave Version( check About Brave):
Version 1.56.14 Chromium: 115.0.5790.114

Tested only on Linux
