Description of the issue:
Brave doesn’t show HTML element’s title when mouse hover
How can this issue be reproduced?
- Mouse hover any HTML element that has a title. Here’s a demo: https://codepen.io/Falci/full/NPKqMmE
- When full screen, nothing happens.
Expected result:
When not FS (window mode) I can see the title near the hovered element as expected.

Version 1.73.91 Chromium: 131.0.6778.85
