Description of the issue:
Browser crashes when I select URL from address bar and drag it outside the bar

How can this issue be reproduced?

1. Go to any website
2. Focus adressbar with mouse click
3. Select URL in address with mouse (selecting or 3 clicks)
4. Put mouse cursor over selected URL
5. Press and hold left mouse button to start dragging text
6. Try to drag it outside the address bar

Expected result:
Browser crashes.

Brave Version( check About Brave):
v1.49.128 (Mar 22, 2023)

No plugins installed
No sync configured
Not a private window
