Brave won't restart

Description of the issue:
Brave will not restart

Steps to Reproduce (add as many as necessary): 1. 2. 3.
Open a link in Brave. Close that tab, then close Brave. Brave will not restart.

Actual Result (gifs and screenshots are welcome!):

Expected result:
Expected Brave to restart when asked regardless whether shutdown with tab open or not.

Reproduces how often:
Always

Operating System and Brave Version(See the About Brave page in the main menu):
Win 10, Version 1.7.98 Chromium: 81.0.4044.113 (Official Build) (64-bit)

Hi @DViolette, Welcome to Community!
Can you give some more details on the issue? When you close Brave, how do you know it’s still open? Is there a tab still lingering around? Do you still see it active on task manger? If you restart your computer do you get a prompt that Brave is open?
