I have the same issue when i leave brave open and after a while of not using my pc, or even restarting it, all tabs wont load, even if i try to refresh.
i actually came here to report the issue.
now for you to solve the problem is:
right click windows status bar and open task manager
right click on brave in task manager and select “end Task”
when you now start brave it all works perfectly again.
if you did not turn on “clear browser history when closing” it will even ask you if you want to restore your tabs and they come all up and are all working if you confirm to reload them.
So that solves your momentary issue, but the Bug itself is still there.
