Description of the issue: Brave crashes and cannot be kept open unless Windows is restarted or shut down and started again
How can this issue be reproduced?

  1. Try to start Brave just when Windows starts

Expected result: For Brave to open and keep open until closed using close(X) mark

Brave Version( check About Brave): Version 1.2.43 Chromium: 79.0.3945.130 (Official Build) (64-bit)

Additional Information: This issue and the issue Brave crashes if started after being closed for a long time. both variably occurs then and now. I filled separate issues to keep information clear about each.
