Description of the issue:
After selected a file to upload, if the filename has special chars the brave browser crashes
all, need to be reloaded.
Steps to Reproduce (add as many as necessary): 1. 2. 3.
1 - Open brave.
2 - go to any page that has a form field to upload a file.
3 - select a file with special chars in name.

Expected result:
A crash icon in center of screen, whit gray background.
Reproduces how often:
If the file has special chars in name ( _ + and blank spaces, probably be the sum char the problem, no tested with other chars) extension PDF (Not tested for other types).

System: Ubuntu 20.04, last sudo apt update → upgrade today morning.
Brave:
Version 1.37.116 Chromium: 100.0.4896.127 (Official Build) (64-bit)
