Description of the issue: Brave Shield Icon doesnt work propely
How can this issue be reproduced? literally idk,
Expected result:
Brave Version( check About Brave): Version 1.25.68

Me too noticed this sometimes! #another_bug 
I’m having the same issue on Ubuntu 20.04, Mate desktop. When the icon is grayed out it does not respond to clicks. I don’t know if blocking is working when this problem appears. On tab refresh the icon returns to normal. In every case, Shields are enabled.
