This wouldn’t be what gets said. If your account is flagged they either reinstate it or tell you it won’t be reinstated (meaning you’re permanently flagged/banned). There would/should not be anyone telling you to reset it because that would do you no good. You’d be flagged at a custodial account, so any device you try connecting wouldn’t get paid.
Resetting and trying to create a new profile actually is more of a fraud thing. It was people trying to circumvent restrictions, which is why things now are on a larger scale.
