Description of the issue:
Logging in without a password and ignoring a popup prompt to enter one when Brave starts up will cause Brave to forget all your cookies and passwords forever.
How can this issue be reproduced?
- Login into your account without a password (via auto-login on boot for example)
- Start Brave, a popup will appear asking for your password
- Ignore the popup, it will timeout and Brave starts up without any of your data (as expected)
- Restart Brave
Expected result: Brave asks for your password again
Reality: Brave now overwrote all your cookies and saved passwords with nothing
