Brave Is changing my css

Description of the issue:

So I am developing my own website, and I have a style.css files, and in that i have this code
body {
background-color: black;
}

But when I go to the site, the background is just white. if I turn off shields, then the background changes to black.

Did the issue present with default Shields settings? (yes/no)
