Sites report wrong shield settings

Description of the issue:
i always choose to clear on exit everything for all time that lead that the shield settings be standard for both fingerprint and tracker
now the step to reproduce the bug

  1. open brave go to any site and even many site at many tabs the shield setting be standard as expected
  2. without closing any tab/tabs go to brave://settings/shields change shield to aggressive and strict
  3. check the tab of the opened site/sites check their shield setting changed to aggressive and strict automatically despite they are actually not as changing shield setting always lead to reload the page but all the tabs did not reloaded

using linux centos

expected result should be

  1. shield setting for opened tab to stay as it been before change the global settings
    or
  2. page actually reloaded to reflect the actual global settings
