Brave in Private mode arbitrarily deletes all open tabs despite Closed Tabs set as “Manually”

Description of the issue:

Brave arbitrarily loses all tabs while the browser is in Private mode and is open in the background.

How can this issue be reproduced?

  1. Open Brave browser with Closed Tab setting as “Manually”, while in Private mode
  2. Leave Brave open and in the background while using other apps
  3. Come back at a later (day, week, …) time and all tabs will be closed

Expected result:

If Closed Tabs is set to “Manually”, then I expect my tabs to remain open until I manually close the tabs.

Additional Information:

This may depend upon the number of apps open; maybe ARC is invoked too soon. I just do not know.
