Description of the issue:
Mouse icon won’t change or react to on hover events

How can this issue be reproduced?

  1. Mouse hover any clickable event

Expected result:

Mouse icon should change and send on hover trigger

Brave Version( check About Brave):
Android 14; Build/UP1A.231005.007
Brave 1.62.152, Chromium 121.0.6167.101

Mobile Device details
Samsung Tab9 on DeX mode

Additional Information:

Because it won’t detect any hover events, it won’t also trigger them. Like, youtube video player controls won’t show up on mouse hover.
