I’m new in brave and created an account here. If I change (or lost) my device and login to my account from new device, will I be able to get my bookmarks and passwords back on brave; just like chrome browser?
Nope. The sync goes from devices to devices, you’ll find that under the settings menu both on desktop and Android.
Account is usefull for BAT, this forum, and that’s all (unless I missed a point too?)
How can someone migrate data from a mobile device or laptop, if it is lost?
You can’t migrate a device if you don’t have it anymore 
Also you have to make a difference between “syncing” your devices together, and “backup” your data on a storage device/service.
Brave sync your devices together but they don’t backup (=copy and store) anything from you.
