Bookmark Manager: New folder(s) not appearing; deleted bookmarks persisting

I’ve been experiencing some issues with Bookmark Manager.

While experimenting with the ‘New folder’ options that appear when bookmarking multiple browser tabs, I’m not seeing any sign of the folders appearing on the Manager page. (I entered one folder name at the top of the ‘save’ dialog box and another folder name after I clicked on the bottom button in the dialog box.)

However, if I perform another operation bookmarking multiple tabs, I do see one of them (the one corresponding to the spec in the bottom button but not the one entered at the top) as a location.

Also, when I delete bookmarks in Bookmark Manager, they are persisting (i.e., don’t get removed) until I perform another action there, such as clicking on another bookmark or folder.
