After restarting PC browser tabs taking excessive time to load?

Issue: After restarting PC and launching browser tabs take an excessively long time to load:
How can this issue be reproduced?

  1. restart PC
  2. open Brave

Expected Result: Tabs loading instantly

Version 1.61.104 Chromium: 120.0.6099.1150:

**Additional Information: This happens every PC restart. My computer is pretty powerful and has 32 gb of ram, and is on a recent version of windows 64 bit. It also happens with my secondary chrome profile, but not my main one nor on Librefox. But there isn’t any real extension overlap between my second chrome profile and Brave, so I don’t think it’s that.

Additionally when it does happen sometimes closing the tab and reopening it makes it load faster, but for some reason the shortcut to reopen most recently closed tabs is also disabled until it’s done loading the tabs in.**
