I’ve seen a couple of other forum posts request this feature but it has been closed before the issue is properly understood or solved.
The option to move the toolbar to the bottom in the appearance settings does not move the address bar as well. This still remains at the top as shown here:

The second suggestion I saw was to disable the toolbar at the bottom option and to enable the chrome flag to have address bar at the bottom. Then go back into the brave options and enable the new option to set the address bar to the bottom. This option almost works as you can now see the address bar and toolbar have been moved to the bottom.

The issue with that configuration is that the address bar returns to the top when you try to open a new tab, which makes it pretty much useless as the most times I will use the address bar is after opening a new tab:
clicked the button to open new tab when it was at the bottom and it jumps to the top again for you to fill out.
The last option I tried is broken which is to enable both the flag for bottom address bar and the appearance setting to move the toolbar to the bottom. This option just covers the toolbar at the bottom with a fullwidth address bar as they are both trying to render on top of each other. This option would be perfect if they could just render in two rows at the same time:
