Ability to send infinite 1.0 BAT tips

Description of the issue: I am able to send 1.0 BAT tips without the amount being deducted from my wallet and am therefore able to infinitely support websites.

Note: I have checked my wallet page (brave://rewards) and the tips show up there so it actually does send.

Brave Version: 0.66.99 Chromium: 75.0.3770.100 (Official Build) (64-bit)

Reproducible? I have no idea. But I know it does it for me! EDIT: Certainly a yes!

BAT Token Tips broken!

I tried tipping my brothers creator profile with my 3.2BAT tokens. The first token of 1BAT went through then I though to send the two but I did not check my token balance, So I send them through and go to look at the balance and it showed still 2.2tokens remaining. I though for some reason they might now have gone through. Tried again. It said it was sent and etc. I check the account and it says 2.2 remaining.
