60fps cap on android phone

**Description of the issue:**The app for android is caped at 60fps, my phone support 80 hrz, pages are not smooth

Steps to Reproduce (add as many as necessary): 1. 2. 3. Open any page

Actual Result (gifs and screenshots are welcome!):

Expected result: no fps cap, on chrome browser there is no cap

Reproduces how often: every time

**Operating System and Brave Version(See the About Brave page in the main menu):**android 10 Oneplus 7t, Version - 1.5.9
