2 settings keep changing after restart brave and youtube issue with strict fingerprinting

Description of the issue:
How can this issue be reproduced?

1.change Trackers & ads blocking setting to aggressive
2. change Fingerprinting blocking settings to strict
3. restart brave

Expected result:
the setting should be kept but that did not happen it keep change back to standard for both settings
Brave Version( check About Brave):
Version 1.11.97 Chromium: 84.0.4147.89 (Official Build) (64-bit)
Additional Information:

there are another bug related to youtube when set the Fingerprinting blocking settings to strict it shows horizontal lines on Youtube videos only when the timeline scrubber is visible. When timeline scrubber is hidden the lines disappear as mentioned in this post Brave Browser Youtube Scrubber Issue by the way this user use it under windows but i am using it under linux centos 8.2

Avoid using strict fingerprinting on youtube, was known to cause issues.

thanks for your replay but what about that 2 settings always not saved after each restart of brave other settings kept as i left them before closing brave
