"User Data" folder is empty, install is in temp "User Data" folder

Description of the issue:
Brave keeps reverting back to a new install. What I found is that the \AppData\Local\BraveSoftware\Brave-Browser\User Data folder is completely empty. The install is in \AppData\Local\Temp\BraveSoftware\Brave-Browser\User Data and these temp folders are deleted when I run a disk optimization. Question, how do I get Brave to install in the primary “user data” folder

Run disk optimization
Actual Result (gifs and screenshots are welcome!):
the temp “user data” folder is deleted and then Brave opens as a new install
Expected result:
There should be data in the primary “user data” folder
