Unable to use tab group's

Description of the issue:
I was using brave normally for a year and everything was good but, after getting a new phone it stopped giving me the option the make groups. I tried everything from turning simplified webpages off to using brave flag’s. If you have any suggestions please let me know.
How can this issue be reproduced?

1.open brave
2.check tabs
3.unable to make tab group’s

Being able to make tab group’s
