Two computers, same version of Brave, extension puzzle icon on toolbar has different options

Description of the issue:
I have Brave installed on two computers. Both computers are using the same version, but when clicking the extension puzzle icon on the toolbar, the extension icon and site access options are very different.

How can this issue be reproduced?
Unable to reproduce it as only one computer is showing the extension menu differently. Any other computers I install it on show the menu without the toggle switches.

Expected result:
I assume I should be expecting the version of the menu without toggle switches.

Brave Version( check About Brave):
Windows 10
Version 1.58.131 Chromium: 117.0.5938.92 (Official Build) (64-bit)

Is every single one of the computers on Windows 10?

And they all are on version 1.58.131?

The two computers in the screenshots are both Windows 10. Another computer I tested was Windows 11, which has the same menu as the 2nd screenshot. They are all version 1.58.131.

Do you have any flags enabled (on either device) in brave://flags?
