Turning off Pop-up blocker causes refresh - Infuriating

On the Brave mobile app I was on a website and filled out a fairly long detailed form, uploaded attachments and clicked submit. The page then gave a notice that there was a pop-up blocker preventing submitting. I went to the Lion (not shield as help pages say) and toggled off Shield. And guess what?? The page freaking refreshed and cleared everything I just filled out.

The popup blocker is from Chrome (not related the lion icon here). It should be presenting a url icon of the popup, allowing you to adjust the popup permissions.

Turning off/on shields will cause the page to reload
