So, 6 months later, no way to turn off torrents(as far as I can find) and now that dev note is closed?

The team not remove it. Just not yet implement it. 
Based on https://github.com/brave/brave-browser/issues/897 the fix will be available in 0.59.x release. Thanks for your patience. 
It’s in the settings now under extensions.
